Do you mean no effort into making Harley compelling? I think Arcane has some of the absolute best character arcs, mainly being with Jinx. That has continued well into the 6th episode of season 2.

Watch them not put out a Vi unless Onetoys or another 3rd party put one up for order. That may be the only reason why they did Jinx, because the Onetoys will be released in the next 6 months more than likely. I hope I'm wrong though.
