Am I right in thinking its too late to pre order the standard edition Joker? I wanted to make sure I had the funds set aside to pay the full amount when the time came.

I didn't see that there were two different figures. The link I saw on Facebook took me right to a pre order page. I used that page, and now I see it is for the Australia one. I've sent EXO-6 a message asking them to change my figure to the not for Australia.
