Can this be saved???

I REALLY want to make a Kramer figure, but this is the only head sculpt I can find, and it's already painted(and sealed)

Could this still be re-painted, or am I screwed?

Of course, I wouldn't be able to paint it, but was hoping someone here would take the job for a fee.

Would have never known it was Kramer unless told.

Hit it with a toothbrush and nail polish remover and repaint it.
 
Okay, if you were French, I'd tell you to buy some Décap'Four, spray the head with it, put the head in a plastic bag, wait a couple of hours and wash. It should clean it completely and remove the paint.
The trouble is, I don't know the equivalent of Decap'Four in your country. It's a product used to clean ovens. I think you'll probably find an equivalent!
 
soak in Pine Sol, scrub with dental brush (for denture plates not a toothbrush), it has a regular side & a slim one on the backside to get in small spaces. Do it outside & use rubber gloves, that stuff stinks & it stays on your hands for a long time. Then just wash, prime & paint

in the states, we have this one called "Easy Off".
 
We have easy off oven cleaner here too, but there's no freakin way in HELL i'd use it on a plastic head! I use it to strip alloy aircraft grade hard anodizing off aluminium parts, and it will even eat the aluminium if you're not careful. Would make an absolute meal of a 1/6th head. Stay clear, it's caustic soda/acid!
 
I honestly don't know which over cleaning product is thr equivalent of ours. Now, Acetone works fine on plastic, but not resins? It melts it! I think the hs you want to clean is resin and this product I'm talking about is absolutely harmless to resin. The main component is soda. And I assure you it doesn't melt resin! Now of course, it may depend on the quantity used in the product. Anyway, the only "harm" it does is it makes the material a bit more porous and helps the painting process since paint holds better afterwards. In any case, the safest way to try an unknown product is to try it where there are no risks, inside the neck post for instance!
