thanks for your reply, i don't think so its could be a clay because i saw once that an artest doing it on this sculpt found on EbayThe yellow " stuff " could be a two part epoxy sculpting clay or remnants of the resin cast after being cleaned up.
looks a bit like sanded off grey primer on a cheap recast of bobbyC`s joker
if you want to resculpt an existing resin cast, you can use a 2part putty like milliput superfine
it hardens without baking and can be smoothed with water while it isn`t cured
And sanded/drilled whatever when it is cured.

yes its ! its not the first or second time a saw it, i saw it several time in different places! weirdIt's curious isn't it?
Tamiya polyester putty maybe. It's got the same coloration and could be easily sanded, but as any polyester putty, it's a lot more toxic and smellier than epoxies and other alternatives. The advantage is that it cures in 1 hour aprox and it's thin enough for miniature work.
I'd suggest you consider the white tamiya putty or some epoxy based like milliput. If you really want it and don't have access to tamiya products, some other polyester putty from an auto repair shop should also work similarly.
