Looks like I was right. Googled "Reggie" & "Dolph Lundgren" and found this thread.

"Yes, I'm the sculptor of that head. It was a private commission. That being said, I can't sell casts of private commission sculpts. You will have to ask the person who hired me to do it. He is also an OSW member, Chris (screen name kuato). He's a great guy, and I'm sure he will sell you one. Here is his email."
