No, my cowl has inconsistencies also, I think the one looking to the left is glossier. But I really didn't even notice until the I saw the pic that was posted where one Is glossier than the other.
Even then, it didn't bother me cause the figure is just too damn cool.

Oh, I'd like to add also that the cape is also cool. It doesn't feel cheap like Hot toys.
