Question about ebay damaged good policy

Hi guys, i just received a display box, the thing is it has a piece of glass, the seller wrapped the box with a layer of bubblewrap, then packed it with a "Just-Fit" box, from the outside i see no damage on the packaging box, however when i open the item, the glass window pretty much broke into pieces, the inside of the box is all faux suede, i cleared all the big pieces of glass, however there's still lots of glass flakes stucked inside the box and i dare not clean it up as i've already cut my finger with one of those tiny dot size glasses that i can barely see.

I've emailed the seller, but am wondering if there's no response what ever, what is my next step? If i file a dispute, i will have to return the whole thing (Postage alone cost more than the whole purchase itself). I can probably get an acrylic or glass replacement but i'm not comfortable cleaning up the box with all those tiny flakes, should the seller decides to resend a new one, i'm not convinced he can make sure it won't get broken again.

It's pretty much like a jewelry box with center part a glass window on the top. I'm not sure the damage was done due to the vibration being thrown around or impact on the glass.

BTW the seller offered partial refund, but i'm not sure about it, since i'll be left with a box with a broken window & tiny flakes of glasses inside, and i probably have to end up buying another one from another seller. those tiny glass are the size smaller/thinner than a sand.

Hmmm.. If the cost of returning the item will be more than the value of the purchase, imho the best solution is to come to an agreement with the Seller on the partial refund (seems like an helpful seller if they are offering the partial refund to save you the cost of having to return the item).. then, I would recommend using a vacuum cleaner hose on low power (utilise a small, new , clean, cheap, paintbrush to tease the shards loose, if necessary) to clean the broken glass from the faux suede.. once that is done, its up to you whether you go prefer glass or acrylic to replace the broken window.
 
seller offered 1/3 refund, i don't have a vacuum, so wouldn't be cost effective to purchase one just to do that, also i have no idea where to get a glass or acrylic that size, and i believe even if i can find the acrylic it'd cost quite some money for 1 piece. i don't know if those cheap plastic paper used for files work or not, sure they would have more scratches on them by default. i'm just not comfortable cleaning out the glasses, since the interior's dust friendly, i don't wanna end up leaving 1-2 tiny pieces inside.

Do you have a friend or relative with a vacuum cleaner?.. you could pop round with the box, explain the situation and ask if they can help.. and a custom plastic window, cut to size, from either a cheap toy's windowed retail box, or some of that incredibly durable, transparent blister packaging some items are sold in, might make a suitable and inexpensive replacement for the glass, rather than just being discarded.. heck, there are a multitude of regularly purchased items that could provide enough suitable, transparent plastic for the job.. take the 1/3 refund and keep the box.

It would be easier to advise, if you posted a pic of the box, so we have a better idea of the amount and shape of material required.

I just went around town, realize i can probably find a glass replacement from one of those cheap photo frames, just need to get the measurements, the seller added $5 on top of the compensation so i will get 50% refund, which is not bad, just the cleaning out tiny flakes part creeps me out, since i got cut handling it. Just wondering what kind of glue is best to glue glass on plastic/rubber frames?

I would advise using a glue which states it dries clear, on its packaging
