I've never had to pay on anything ever, stuff well into the thousands inported from Japan and China and always shipped declared value and by ems. Maybe I'm lucky and I'm sure there is but I've not seen any tax for 25 years of collecting.
Yeah, you're super lucky, not necessarily because someone goofed, but because of what you were ordering, what it's made of, where it was made, etc. So anything over $200 is subject to duty, but a specific product may be assessed a 0% rate. I have no idea what the rates are for statues, human figures, etc.
Ok, so I just looked it up and you're right, the basic code for children's toys which includes scale items has a duty free general rating. It's also got a 70% rating for which I'm trying to figure out the circumstances. Statues has a separate classification, also free for the basic type.

This is for federal import tariffs - what we read a lot about in other countries are taxes over and above such duty, namely a type of sales tax, VAT (or value added tax). Here in Canada a lot of the same products are also zero-rated, but no matter, with very few exceptions, they'll still be subject to the 5% national VAT (GST here in Canada) and then the provincial tax, depending on the province it's landing (8% here in Ontario).
Looks like you're getting away with not paying any state tax on the import as they expect you to self-declare it, just like when buying products from out of state.
