I don't get it. Was the bullet stil in the vest? I thought bullet proof vests stopped them and just caused bruising as the impact area was distributed over a wider area, but that doesn't seem to be the case here.

Let's take this a step further.

ALL people should have a license to procreate (i.e. ability to reproduce). There way too many people in this entire world who should not reproduce directly/indirectly. Moreover, there are people in this world who should never have the ability or right to reproduce ever again (i.e. Octomom and John & Kate comes to mind).

If you're going to reproduce (i.e. have kids), you need to a license to certify you're able and capable to be a parent and meet the obligations of raising a child accordingly in society . . . not simply for the sake of having kids, etc. . . . and end up with stupid morons you see daily online (i.e. YouTube, Jerry Springer, etc.).
