In the closeup footage it just appears that she's speaking to someone off camera. Why she's holding her hand to her face, who knows? At a glance though, it does for all the world look like some talking into a cell phone.

Haven't you seen night at the museum 2? It doesn't matter the date. He had 4 bars in 1945 so there is no reason to think there are any fewer in 1928.

he's obviously from the distant future where men dress in drag and he's talking through a mobile phone that doesn't require a tower. you can just talk from 1 phone to the next. he's probably calling his spouse who went to see some of the other sights. they are on their honeymoon. see, in the future when you go on vacation, you time travel.
