He's scammed a couple people over there and from what I've read, he's been doing it for years on other forums.
He'll take your money and never send your item. Then make excuse after excuse as to why you haven't received your item.
My rules for buying are probably well known but, they are great for protecting yourself.
1. Never pay as "Gift" unless youre willing to throw that $$ away.
2. Always file a dispute before Paypal's 40 day limit is up. Even if he/she says it has been shipped or promises to ship soon. Scammers prey on patient and trusting collectors.
3. Do a name search before buying from someone you haven't dealt with or someone who doesn't have a lot of positive feedback.
Be careful ladies and gents.
