Just a polystone underbody with a couple of layers black cloth over it!

Sideshow may somehow be able to incorporate flames into an Exclusive version of this Ringwraith PF with the Flame pole sticking out of its face after Aragorn threw the flaming torch at the Ringwraith I think that would kick ass

I'd like a P.F. Ringwraith as well, that comes with the sword of the Witch King (like the RWoS statue).

And, the exclusive could be the War Mask of the Morgul Lord and his Mace.

This way you can display it as a Ringwraith or the Morgul Lord Witch King.
