You can't unfortunately.
I don't know the extent of what actually has been released, because I stopped paying attention to the DVDs when I realized they were just episode grab bags.
But there is nothing out there officially that has all of the episodes.
Your best bet might be a few of the DVDs, and supplement them with the VHS and TV rips you can find online.

I have the Time Life Beavis and Butthead collection from about 10 years ago. I believe it contains every episode, but does not have the music videos. I not sure what other collections are out there, but I would check Amazon or Ebay.

Yes, Those are Beavis and Butt-head The Mike Judge Collection Vols. 1-4.
Vols. 1-3 have some of the music videos as extras. Vol. 4 is the complete 8th season uncut!
