Its not Rex because Rex had different armor. Plus Bly has the ammo boxes whereas Rex had the pockets. I'm pretty sure it can just be assumed that this animated pauldron is meant to represent the realistic one in the film.

But they instead made an entire Phase 2 Bly character model when one had not previously existed for a 3 second scene :P Why stop at the pauldron? I think its more than likely a production decision.

Agreed. We never saw a live action version of this helmet so HT taking creative liberties is perfectly fine. And having the helmet in hand I can clearly see realistic elements to it (like the backside of the helmet)

Not 100% accurate with your assessment. We can assume Rex would have the same realistic style pauldron as all the other commanders because when we see Bly in the season 7 recap he has the same pauldron as Rex and that’s the same Bly we see in RotS with a completely different pauldron.

I almost prefer this over the magnet. Hot Toys uses pretty weak magnets sometimes and I'm not a fan of how free flowing the ammo pouches are that magnetize to the torso so at least having pegs will secure it in position.
