The neckerchief comes from the George Washington Fife and Drum, same as the sword. It doesn't look like it'd be too hard to reproduce, though - essentially, it's a collar with a metal snap to closed. Then fabric sewn and darted to it with a touch of lace. the downside is it really only works...
