They could make some excuse up about it being a thermal type suit, to regulate his body temperature while he's breaking the sound barrier etc.. but really, does it have to look like the above?
Such a lack of creativity, & it's obvious they're playing it safe because the tactical track suits are all the rage now.

The core elements are there and they'll make it work when we see it the way it was meant to be seen.

..& therein lies the problem ultimately.To be fair, though, it kind of fits with Barry's characterization on Arrow. He's so giddy about meeting a real-life Superhero (so much so that he designs a mask for him), it's kind of true to his character to design something that relies on the conventions of most other superhero costumes.
I fact explaining things doesn't mean there can't be "magic", Marvel blended it perfectly.

Look - sure, some explanation for things in context is of course appropriate to say the least, but it's like they're scared to take a leap or something - especially after MOS polarized fans, & GL just making people laugh.
I just hope in this next installment, the convolution is replaced by solid / classic DC comics gold.
