best way to make fake clouds

for an environment/diorama. Question for all the artists out there. Any suggestions? All I can come up with is cotton.

Just to give a better idea of what I want to do. I built a diorama for my Cap PF using styrofoam and paint in one cabinet and have Thor PF in the other cabinet. Looks a little off balance so I want to start building a cloud environment around and below the bottom of the mountain Thor is standing on. Any other environment ideas would be appreciated too. Thanks.

Don't know how it would work or how to shape it but an expanding insulating foam may work for you.
