I thought it could be Modok? Ive never even heard of Flicker Face? This is a really obscure character. It strangely looks like a toy rather then a bust.

Spiderman is pretty good. Not into the classic bugged eyes but Bowen been improving.

He was introduced in Captain America #208 in 1977.

I have a feeling lots of folks on this board were born after 1977 anyway.

I had to google him and he was a character of Captain America era. I'm a huge fan of CAp and still never heard of it. The character design is IMO lame.
