Well, they had a public battle with WB over the Lego movie which lead to no PO of that movie.

I'm guessing the battle is with Disney this time.

Though perhaps they realized with so many TV series, and now a wide array of movies planned, maybe the One-Shots might be a bit superfluous. With Agents of SHIELD filling in some gaps, and Defenders, Daredevil and Agent Carter, they've got a lot of places they can to tell new stories.

I guess they just use them to introduce new things into the MCU, Item 47 introduced Agents of Shield, Agent Carter was the intro to its own series, and All hail the King sorted the Mandarin mess
the other two were just emphasizing that SHIELD was active in the MCU, puffing up their presence for AOS's debut
