That line sounds like something straight out of an old school Cap comic, honestly. Very on the nose and idealistic. If real politicians had that level of integrity, the world would be far better off.
 
8 whole mins of screen time for Red Hulk, well less than that if you count the time he’s not even in the frame.

And the way Sam beats him could not be any more lame.

He basically just tells him to think of Betty and he stops

Why does Disney hate Hulk so much ???
They don’t own him fully. Same thing they did with xmen and ff. If they don’t own the character they don’t give a **** bout them. They didn’t do this with Spider-Man cause they own the merch rights
 
It sounds like, just as with Falcon and Winter Soldier, Disney wants the credit for having a Black Captain America without actually tackling what that means. Traditionally, Cap's comics are stuffed to the brim with musings on political ideology, history, etc. Otherwise he's just a guy with a shield.
What Cap films need are scenes now like this:

But it appears that Disney is too squeamish about even a whiff of controversy to make a Cap film like that.
So now we get the movie, Guy With A Shield (Who Happens To Be Black).
And now we'll get the same actors saying "Well, see, the American people don't want a Black Captain America."
