Since Stark created Ultron in the MCU, and Stark has no powers, shouldn't there just be a government program to oversee the activities of Tony Stark? Ultron did almost destroy the world, and powered people helped save it. Not sure how they are going to work the plot of "Civil War" in light of the most recent Avengers film.

good one! afterall, Stark wants to play God and think he is helping humanity when in reality he is just creating things to destroy it! kick his arse Cap!
 
I think there will be an event in Civil War where there is collateral damage that spurs the call for super hero oversight ... AOU plays a role of course but there will be more.

It will be interesting to see were Stark is at the beginning of that movie ... part of me thinks he'll have a govt job or something.

Before AOU, I thought Tony would choose his side based on feeling guilt over the Ultron ordeal ... of course we don't see any of that in the movie so curious as to what pushes him.

Because Nick Fury was a major player in last year’s Captain America: The Winter Soldier, many Marvel fans were surprised by the absence of Samuel L. Jackson’s name on the official Captain America: Civil War cast list. While promoting his new action adventure, Big Game, the Academy Award nominee revealed to IGNthat he’s as surprised as anyone to be left out of the (admittedly still massive) Marvel ensemble.

“I was surprised I wasn’t in ‘Civil War,'” says the star, “because the Russo Brothers told me I was. I don’t know what’s going on.”

Good. I don't like him.
 
Actually that's good news. Let's not start including everyone just for the sake of it. Shows the Russos are using restraint.
