Actually according to Comic Book Canon he had multiple shields, one of which was altered by Tony Stark, which he disregarded to go back to the ones given to him by Franklin D. Roosevelt. His first circular shield made its appearance in Captain America Comics #2 in 1941. Captain America undergoes suspended animation after being blasted into the North Atlantic by an explosion caused by the accidental triggering of a bomb attached to an experimental drone plane launched by Baron Zemo with a circular shield that depending on actual continuity looked like this:
