Custom Head Sculptors

I'm looking to get a custom 1/6 head sculpt made and was wondering, does anyone know of any sculptors that do it for a reasonable price?
I've asked a few but some of the pricing is just nuts. One sculptor quoted me over $2k for just the 3D file. lol
A couple others quoted me around the $300 USD mark. I'd be more interested around the $150-200 area, which still runs over $200-270 CAD for me (worthless Canadian currency!).
At this point I'm starting to wonder if I might just be better off getting my own printer instead.

If anyone knows of some talented, yet reasonably priced sculptors, let me know!

I assume thats painted and/or rooted then? Otherwise I can't understand why a 3D printed sculpt would be that much.
I got one quote of $260 unpainted (354 CAD ), and that was with me supplying a near completed (around 75-80%) 3D file of the sculpt.
Considering it would probably take around 7-10 hours to finish, I thought that sounded somewhat reasonable.
The conversion rates are what's really killing these custom commissions for Canadian collectors.
