Googly eyes, black marks on red areas, red marks on black areas, both colored marks on white areas, and excessive white paint from the teeth on the inside of the lips. I don't believe I saw one single figure with all of these problems, so I guess that's something. You shouldn't have to, but I doubt it's nothing you can't fix while in the process of making yours even better than the prototype.
Harley and Joker (and Batman and pretty much every character) were drawn at variable heights throughout the run of Batman: The Animated Series, The New Batman Adventures, and Justice League. In B:TAS alone, Harley was drawn as tall as coming up to the Joker's eyes, as short as only coming up to his chin, and everywhere in between. I'd say the figure's size is accurate, although not ideal.
Eh, I hate that Joker's sculpt. It's all wrong. It could be much better. Batman's is meh too.
They're serviceable though.
Here is your comparrison guys. I still think joker is too long, but Harley is also short.
They are serviceable indeed.
And at least, we finally have a Joker figure that really has the costume shown on the series - and with white face.
Batman... Well, I personally can't get over this:

Nice WGD, but not sure how high you have him perched, but aren't risking a fall, not saying they will break but..
Does anybody know whether or not DC collectibles will be covering up the hip pegs on the TNBA Batman and TAS Catwoman for their supposed re-issues in the future?
Thanks in advance!
