One thing with PP claims - if you've never filed one before, it can't hurt to try.

I got screwed on eBay by a seller. I was past the window to file a PP claim and even to leave feedback. Eventually, I just filed a claim with PP. I put in the comment "I know this is past the filing date, but even if I don't get the money back, I just wanted someone to read my situation..." and explained myself.

I got a message that I would receive a one time credit from PayPal for being a loyal member and they were sorry for the situation.

Not saying this will happen to you, but it can't hurt. Even if you don't get your money back, PP might take a look into this guy's account to see if anything fishy is going on.
