That's like saying:

"Mr.O, Here's a bag of turds. For $50,000,000,000 we can keep it smelling like crap. Now we can keep producing the same turds if you fund us through increased taxes and further government bailouts. But we require a really expensive diet, because we no longer know how to produce "affordable" turds on a regular diet. We prefer Fancy Feast. Better yet, feed us really expensive wheat grass and we'll produce 'green' turds."

Meanwhile, the foreign Japanese dogs eats Alpo and are putting out a lot more more profitable and affordable turds. But hopefully the US owners will want to buy our higher priced turds because they are green.
