I don't think there's been much mention of TFF. He'd probably rather focus on the more popular movies.

I mean, it's clearly a  superior film artistically than TFF, but wow. I am THE Star Trek fan, and I dint think I've ever been able to sit through it all at one time.

Well I think he made an exception for that one since he's a big fan of "first appearances" and unique uniforms, and wanted them represented in his Trek museum or whatever he was calling it.

Honestly, I'd be happy with characters in outfits from iconic moments in each film.
The TMP guys, for instance.
Captain Sulu.
A Chekov in his leather jacket from TVH.
Kirk's TFF leisure jacket.
And a Scotty in the white engineering suit.
 
Yeah, I don't think it's about popularity, it's about not producing figures that compete with each other for sales. The more simple the uniforms, the more likely a short run might get made but the TWOK era uniforms look expensive and complicated, so I can't see many variants are likely.

Nanjin is a perfectionist, so even an optional skirt for Uhura might be a no no if she had different hair on STIII.

Still, if enough people express an interest in a variant, who knows? Apparently, there has been talk of Kirk in his Generations outfit, presumably because it is more simple.

Does it make TMP Chapel more likely than STIV Chapel? Or STIV Rand more likely than STVI Rand? Who knows?
