I think it's because the only games they can play on Live for the PC have been less than stellar titles (Shadowrun and Lost Planet come to mind).

Trying to get people to try them out, I guess.

It is probably because most multiplayer games on PC (Except MMOs) have always....always been free to play online. So if Microsoft were to try enforce a yearly fee for them to simply play online, it would fail.
