i think they probably could not get the design right or did not know exactly how his costume looked since he was frozen in it and it got destroyed?

Obviously they could've gotten everything exactly the same as the TFA suit, there certainly should be enough historical photos of Cap in WW2 in the MCU to make a perfect replica for the museum. But then Marvel can't sell more toys!!! :slap

Ultimately though, I think the costume designers wanted to incorporate some of the Avengers suit elements into the TFA design, which would explain the new abs and the small revisions to the helmet.
 
Too much water damage to restore the original suit maybe? Who knows, maybe Coulson took it off Cap's body and put it up as a shrine in his basement.
 
I don't remember there being much suit left

The damage didn't look that bad, but in the interest of selling toys, any excuse is possible.

It could also be his first appearance suit.
From what I remember, when he donned the TFA suit in the movie, there was already a significant time...they are halfway through cleaning up, spoiling Red skull's plans.
That's why you never see the TFA suit in pristine condition in the the first movie, all the images of the TFA suit are all battle damaged.

It could be ala Batman begins suit where it was the beginning suit, (and it is also what's commemorated in the museum)
It could be kinda like TDKR where the statue was made in his Begins Suit instead of Complex suit.

The Golden Age suit could be what Cap first wore when he first burst into the scene, then later refined his suit to the TFA costume. Obviously, the TFA suit was taken to his grave, so the museum used this one instead.

However the build and materials on the GA suit look more modern than the TFA suit (notably the small nods to the Avengers modern suit), makes me doubtful it was made during WW2. I suppose all will be explained when the Art of Cap TWS book is released, usually the designers throw some comments in there, might shed more light on this suit's origin.

Agent Coulson was a huge fan of Cap and was responsible to the design of the Avengers suit, the small nods you mentioned could be the nods to his
Golden Age suit...not the other way around. :)

We only think it has nods to the Avenger's suit, cause its the 2nd time we see Cap in a movie.
So we think those small nods are are to the Avenger's suit, but in essence, its the opposite, its the Avenger's suit
that has small nods to the Golden Age suit.
