I like his hair in this picture - something I've always hated about sideshow's T2 sculpt is that the hair seemed to be 'cut in' too tight at the back of his head.

Well, A) if they feel like they can deliver a satisfactory product without giving him a cut, they'll save the money, I'm sure they figure Dillon matters much less than Dutch, could turn out Arnie's the only likeness they secure. Also, B) they may have offered some money, but he may have wanted more and they said no way.
