At the end of the day, I think this comes down to the fact that HT wanted to do a googly eyed Michael Jackson. Thus, DX. Like it or not, that and the stand are apparently the only things really distinguishing a DX figure from any other release (though the leaky oily substance could be a neat new addition to the line). If you think HT is going to start skimping out on figures because this MJ doesn't have alternate robot version from Moonwalker or whatever, then I think that's silly. Look at their body of work. This company consistently goes above and beyond expectations, and if this MJ needed an extra head, he would have had one. He doesn't, though, and the two looks (Bad and Dirty Diana) are so similar, that most people picking it up are only going to display one or the other rather than both (more of a necessity with Thriller MJ, hence the extra set of clothes). They can cut costs by releasing what they need to here only, and maybe that will be reflected in extra goodies released alongside future releases that do need them (like DX T-800 from T1 or Rambo).
