The cape is fabric. You have to shape and "futz" with it. There must be a wire in it.

Looks like this is gonna be epic and has raised the bar by which all other Vaders are measured. It looks like I'll be breaking my rule of only one representation of a character per scale. I love the PF and won't get rid of it but no way that I'm passing on this. Will await price and PO. Until then...
