Simple, Rockstar should just release it as a hard drive required game. Don't have a hd, then you are not playing the game.

Technically there's already games like that, if you want to play an original Xbox game you have to have the hard drive to download the updates to run them.

And it's pretty much a waste to get the Core system without the hard drive anyway.
