Making custom decals?

My TDKR Blake bash is just about complete. Last thing I need to do is add the "G.C.P.D." to his undershirt. The HT Gordon has it but the prices are ridiculous.

I assume a decal would be the easiest route to go? How do I go about doing that?

I use the decal paper from Hobby Lobby in my laserjet printer. Its made to use in an inkjet too. Dont know if this is a sin, but it works for me. Ive also tried iron on transfers and they work too.
