Maybe I'm dumb, but I don't get what the 17 is. The orders started at 10AM Pacific time. I'm in Eastern time so for me it was 1 PM which in military time is 13:00. So I have no idea what the 17 is. That would be 5PM military time.

So what do they mean by 17 ?

That would be Greenwich Mean Time. Right now GMT is 4 hours ahead of Eastern time.
