I'm thinking about getting an SSJ3 Goku because I'm tired of waiting for a PC announcement (if the rumors are true), and I have the money to spend on it. What do y'all think? Is it worth it?

It depends on taste and your sense of urgency!
If you really like the figure, then you should go for it no doubt.
But if you are someone critical with the figures, be aware that he is a very loose figure (even if you buy a MIB one), he has factory stuff wrote in his back (like China and stuff) which is lame IMO, they should have done in the feet just like the majority of figures.
And he won't stand up without using a tamashii base (or something of this sort), being another option using a wall or other figures to make him stand up, unless of course are very very very patient and find some miraculous way of posing him.
If you have a project for him, and really like him and really need him, go for it (although being really honest, for me and that's my opinion, his price tag is a bit too high for his lack of quality as a figure overall).
But his hair is marvelous, it is really beautiful and useful, I think that's where the figure shine for sure, but be aware that the hair is the reason of the lack of balance of the figure, which will of course happen with every SSJ3 released (unless they can make the hair lighter with the same appealing quality).
Notice that I didn't talk about his skin and gi color like everyone usually complain about, because this is a matter of taste.
I think if they ever do a PCE of this figure, it will probably look good because it will feature better colors, the joints will probably be tighter and maybe (and that's a huge maybe) the faces will be in the nowadays standards.
My guesses are:
SSJ3 maybe for SDCC or as a PCE with Cell next year.
Why do I think that?
I don't really see tamashii giving us 4 PCE within this short range of time (by 4 I mean the already released Vegeta and Trunks PCE, along with the very rumored SSJ3 and Cell PCE), don't forget about Goku Awakening reissue this year already.
Some theories say SSJ4 would be the exclusive in this year but I refute this thesis, for the simple reason they never show the SDCC exclusive as a "normal" prototype - they always hide it and show whatever it is 1 week before (with the exception last year of course, being the SDCC exclusive the same exclusive in Tamashii Galeria in Mexico).
They know how messed up SSJ3 is and they will probably use this in their favor, either as a SDCC or as a PCE, the true question lies in when.
now if only they could get their **** together with distribution lately!
