They arent able to release that model was their exact words, so either they cant make shenron at all, or theybare working on a better version.

Bluefin Tamashii was recently asked about this on Facebook or Twitter (I forget which) during one of their QnA sessions. They were non-commital either way. My understanding is that it's still a possibility, but is by no means a certainty, yet.

Of note though was the fact that they recently has a contest to choose a DBZ prop that fans wanted made and the model Shenron that Mr. Popo created won the contest.

EDIT: Interestingly enough, a google search shows that one of these models has already been made in the past!!! See the following link:
