Plus the thing is huge with the damn horns, so people probably didn't order because of lack of space.

I actually just bought one to see it in person. Then I resold it on ebay and got my money back. Sold that thing for a BIN of $699.00.
I never thought it would go up in value. Hell, I thought 250 was too many for a 900 dollar bust.
As did I, thought 100 would have been a better number.

If I remember correctly it took some time to sell out only 250.

Well then why is this thing at 1500 now?I mean the darth maul bust has been out for around the same time and it was only $600,and now it sells for about the same.

I think because collectors bought them, not flippers. You have to be a pretty huge fan to pay that much money for a non-mainstream character, so the real fans got them and are keeping them.
BTW, I think Lonnie sold his for $1300.
I always keep an eye out for them, but they are scarce (I'd buy another one to flip if the price was right)

Who knows. Collectibles are funny things. Look at the Weta Lotr stuff. I think the Cave Troll and Balrog took like a year to sell out and look at them now. As far as Maul goes, they made 1000 of that damn thing, that is why.
