I feel like TBLeague/Phicen continues to miss great marketing opportunities with these figures. Like, with a cow girl figure, they could've easily made it look like a super sexy take on Nancy from Sin City or Dolores from West World...heck, maybe even Drew Barrymore from Bad Girls. I just think people would be more interested if they were better at referencing more popular real actresses and/or their roles.

not sexy enough. TBLeague strength is in seamless body. All the characters you mentioned are mostly fully clothed

Phicen/TBLeague previously collaborated with other companies to make old TV/movie characters like Eartha Kitt, Julie Newmar, Caroline Munro, and Bettie Page. There's still a lot to mine there, but it's probably cheaper to license comic book characters and the like (which is fine, too).
