Right, now I understand. I assumed they had just changed the threshold from $1000 down to $0 to gather the GST that way. I haven't purchased anything overseas since this change came in, so I never realised how it was going to work.

That's not surprising, most people have no idea of how it is supposed to work exactly because the government has done an absolutely atrocious job of getting accurate information about the changes out into the public sphere. Mainly, one suspects, because they don't want to be too linked to it in the public mindset, and aren't all that keen to 'own' the policy. Hence why they are instead trying to make offshore vendors carry the burden and do the dirty work for them, rather than having it happen domestically, on collection, where voters would more likely view it as an extra charge and a domestic/government issue.
Aaanyway, as for my thoughts on Mulder, he's not a 'wow' figure, at least on his own, but I'm quite pleased overall with how he turned out. The tailoring is very nicely done, and I quite like the trenchcoat, which is scaled nicely and made of an appropriately thin material, so it isn't bulky and fits well. Shaping a good drape on it takes some work and futzing, but I'm satisfied by the results.
As for the accessories, I don't really have a problem with the badge or id tag, I can't overly tell that they are just stickers, they are clean and even on mine, and the badge itself is adequately shaped, and to me is passable considering the scale, even if it does lack any finer detailing. The guns are about average quality and sculpt wise for the scale, and again the only real complaint is a lack of any finer detailing as far as paint apps go. The weathering is almost non existent to the point where I wonder why they bothered, but the guns are solid looking as is anyway, though I do slightly wonder about the scale of each, as one looks a tiny bit too big, the other just a smidge too small, but that's just to my eye and memory from the show, and I may well be wrong. The phone is quite nice, and is well detailed and painted, and there is a solid selection of hands, even if the paint is a smidge dark for my taste. The torch seems a bit underwhelming, and I know they used long torches on the show, but this one still seems at least a quarter too long. The holster is nicely done, but undoing the belt to attach it is a bit of a pain.
As for the sculpt, it lacks a bit of personality, but the likeness is there and overall I'm happy with it. Duchovny has always been a challenge to capture, as far as likeness goes, and this is as good as I've seen anybody get so far. I'd say it seems to be Mulder from around the time of the first movie or just after, or at least so my faulty memory seems to think anyway.
It may not be a wow figure (visually it is just a regular guy in a suit, after all), but this is a nice release, and I'm happy with what I got for what I paid, a few slight niggles aside. And if Scully turns out at least on par with this, I will be very happy to have the pair of them on my shelf.
