Yep, the elder head is the same sculpt as the Ani-Com Scar head (I have the Ani-Com head on my Scar). There are some differences though. The paint job is totally different, plus no face spines for Scar of course.
So yeah, you're right - Elder is not a totally unique head sculpt, but when I look at them side-by-side the differences are enough to really make them stand out from each other.
