The boots are cast bottoms and leather tops.

I believe the boots in the movie also had soft tops and solid bottoms. Probably due to the action scenes. So, Spenser's design is actually in-line with the actual movie costumes.

P.S. That ain't me in the photo.

That's weird, I just went to my movie theater last night and they had actual movie costumes in the lobby. I made sure to take pictures of the boots from Tron's costume, but they look nothing like the one pictured above. Who's costume is this?
