The FedEx customer service issue could be the fault of the person I spoke to, or someone at the local center who didn't help me, or the process of communication, or something else, but there is no way for me to know who is at fault. When you are forced to go through a middle man that way, you don't know who or what to hold accountable. That's a process-based issue that is the fault of FedEx proper, not any individual.
