Yeah I'm surprised HT have not done the Emperor yet. Maybe they are not making TESB figures? Well apart from DX07 Luke Skywalker Bespin.

Bespin Luke was done on sideshows license. Essentially sideshow subcontracted hot toys to make the figure as a favor for Howard since he was such a fan Star Wars but couldn't get the license.
