I think Sideshow has worldwide licensing rights, Asia included. This is because there are many asian collectors ordering their exclusives directly from Sideshow - which implies that Sideshow can directly sell in those areas. And we know Sideshow supplies retailers in those areas too (like SimplyToys, to name one).
There are a few countries that can't order from Sideshow, but because Sideshow itself prevents them for doing. I think a couple of South American countries have this restriction due to the amount of missing packages/corruption.
It's just that if someone has a worldwide license, to grant the same license to someone else you have to put certain restriction. Prime1 got their rights for a few specific DC games and tv shows, while being limited to sell directly only in Japan/Asia (they sell worldwide, again, through Sideshow). XM got their right for "non canon" and reimagined DC characters, limited to their asian regions... and so on.
