They would have to get them up to code to allow people in them. I think they would only work on a few places and leave the rest just as "decoration".

I think this whole thing is just someone's cool idea. I doubt it will go any further than that.

This exact idea (although not located in Detroit), has been number 1 on my list of things I would do if I ever had more money than I knew what to do with...

It obviously has a ton of logistics working against it, but my God, I would love to see it happen.
