Okay, so this may not be as elusive as it appears. Kit's sold X-Studio product before.

The likeness (for what it is), isn’t really there. And that hat is awful.

I loved Fallout 3 and New Vegas so much I eventually played them to death, having exhausted every decent mod and new world space. Never got into collecting figures from it, apart from a pair of Rowdys which I broke down for other uses.

The main reason was that the games didn't have a defined player character, because you create and customise them yourself.

Cooper Howard is tempting due to the old west influence. But unlike a figure of a random Raider, for instance, who could slot in with the Mad Max figures, I can't think of a place for a cowboy Ghoul.

The closest would be my kitbashed Western Ghost Rider from the Thunder Toys set.

As I wrote that it struck me that the flaming hatted Western Ghost Rider sculpt would actually suit the Cooper Howard figure pretty well.

The stand suggests they're connected to, or are, CooModel, CM Toys, PopToys, HHModel/HaoyuToys and DYM/HellCat.

Coo and Pop share a factory and collaborate, and the other names are either doing the same or are merely aliases.

Some screencaps show that the coat and vest should be darker, and the hems of the trousers raggedy. He also has stripes running through the coat and vest.
