Not sure about that, sure X-men's one has a ridiculous and absurd look, but apparently it's supposed to be like that, it's intentionally bad.

Avengers's QS looks just like they didn't even try, or maybe that's just not his actual suit and just the clothes he was caught with during the action.

Supposedly QS outfit is based on the fact he is a hyperactive ADD kid, if it's true, the the costume is very fitting.

But Avengers' QS is just so meh.

Nope, that's what they've said from the beginning because it's true. He's not supposed to have some badass, heroic costume in the X-men version. Like Gaspar said, he's a dorky kid from the 70's who's likely more than a little arrogant from his powers. The outfit, the goggles, the hair...it's all supposed to be silly because the character himself is more on the silly side.
