Oh gawd I hope not, that's the only thing I really HATE about that movie.
Knew this game was going to bad guess since no Paul dini and conroy that seals the deal. Didn't know why people had high hopes for this.
I still don't see why that'd make it a bad game. Am I a little disappointed? Kind of, for my own reasons (that I really like Dini and Conroy), but that doesn't mean it's going to be bad. Something being different from what you expected doesn't make it bad; people who think that way remind me of the same type of people (some, not all) who hated The Dark Knight Rises.
I get the impression it's not Conroy saying no, more them wanting someone else period.
Conroy has proven in the past he can do a younger Bruce/Batman no problem.
Granted, Batman is infinitely more important than Harley, and getting his voice right makes or breaks it (I'm talking to you Ben McKenzie in 'Batman: Year One') but I'm still willing to wait and see first.

Well said I agree get Conroy but he might be I won't do it if a certain party wont be involved well see.As far as I'm concerned, the VAs were what they used to draw us in; they got us by the ball$ with nostalgia as the vice, but, hypothetically speaking, let's say Conroy, Sorkin, and Hamill weren't involved. They were the same games, but with a different cast, would that somehow make them worse? It was all Rocksteady, the VAs were the sugar on top.
Now, assuming that WB Montreal has really revered and stayed true to Rocksteady's work, why would this game suck because of different voice actors? My biggest concern, really, is believability. Our voices are pretty distinct, and, though they might change a little bit over the courses of our lives, they are still inherently ours. The key isn't to find someone with a younger voice, the key is to find someone who has a voice that you believe can sound like Conroy's at some point.
However, I feel that the best course of action would be to just get Conroy. A friend of mine on another forum mentioned something interesting regarding Max Payne 3, in that Rockstar originally wanted someone different, with an "older" voice, for the bald, beer-gutted Max, but, after all the backlash, they relented and got the same voice actor. Theoretically, if the fans cried loud enough, I suppose that could get Conroy back.
My only issue with that, though, is "what if the other actor is good?" We might like the guy's interpretation, and wouldn't it be unfair to him to just drop him for Conroy? That being said, if they're still early enough into their build of the game that they don't have anyone cast yet, scream; scream as loudly as you've ever screamed.
