If Rocksteady is in fact working on the prequel game it would make sense they couldn't have time for this. I'm going to assume the safe bet would be either WB Montreal or Burbank or both since they did the Wii-U port of Arkham City gave them a chance to play around with the engine and start work on a sequel.
If they are working on a prequel, why even bother making a sequel to AC? Just let them stay with the Arkham series. If they go prequel, they go prequel. No need to farm out a sequel to someone else
It's typical industry standard make as many squeals as you can until people don't want it anymore. With AC selling like 6 million units they may adopt the Call of Duty strategy two studios working on different titles so they can release them yearly.

It doesn't seem like something they'd deliberately try and keep secret though. I dunno, it could go either way, but let's not get our hopes up.
Hopefully Rocksteady will have SOME role, maybe just overseeing it because it's their universe, and they wouldn't want anything that conflicts with established/to-be-established canon. Keep the core mechanics and keep Rocksteady giving it the okay and it could turn out pretty good.

I'm curious when we'll get an official announcement.
